Contract: Contract for Services. Fixed Term - up to March 2027
with possible extension subject to performance and funding availability.

Role Overview with key responsibilities
Indonesia's portfolio is spread across diverse thematic policy areas: democratic governance, parliamentary accountability, electoral integrity, rule of law, civic space, and climate governance.
Working closely with the Country Director, the Portfolio Manager will play a central role, in overseeing the delivery of all WFD's Indonesia programmes, ensuring donor compliance, managing high-stake relationships, assisting business development, supporting financial oversight, managing risks, and leading the monitoring, evaluation, and learning (MEL) of programmes across multiple workstreams, including with downstream partners.
Key responsibilities for the Portfolio Manager are for ensuring WFD's work remains high quality, adaptive, locally grounded, and aligned with donor requirements and WFD's organisational strategy.
About You - We are looking for the following
We are looking for a Portfolio Manager with the ability to combine strong programme management skills with sound political judgment.
- At least 5 years of relevant experience in non-profit programme management in the international development sector.
- Strong political economy analytical skills and track record of engaging political stakeholders preferred.
- Strong understanding of Indonesia's political, governance, and civil society landscape.
- Experience of navigating engagement with formal institutions such as parliament, ministries, agencies, and political parties strongly preferred.
- Proven experience managing diversified donor-funded programmes, including but not limited to work planning, budgeting, procurement, contracting, grant management, compliance, risk management, monitoring, and reporting.
- A MEL background and adaptive programming approach are strongly preferred.
- Experience managing staff, consultants, and partner organisations to deliver complex programmes on time and to a high standard.
- Excellent written and spoken communication skills in English and Indonesian, including the ability to produce high-quality reports, briefs, proposals, and analysis. Proven technical writing skills on relevant topics strongly preferred.
- Strong stakeholder management skills and ability to work with senior government, parliamentary, donor, and civil society counterparts.
- Ability to manage competing priorities, make sound decisions and judgment calls under high-stake situations, and work effectively in politically sensitive environments.
